Have a Business Plan Created in 14 Days, with Funding
Having a business plan created means that a start-up consultant works out the concept, market analysis, and financial plan with you and turns them into a business plan that banks and authorities will accept. At Unternehmenswerk this usually takes 14 days from receipt of complete documents and normally costs €3,000 to €5,000. With a written, approved AVGS voucher (Activation and Placement Voucher, Aktivierungs- und Vermittlungsgutschein), your personal contribution is waived; for companies that are already established, funding can cover 50% to 80%, depending on company location (notice issued after the proof of use).

Sound Familiar?
The template from the internet does not fit your project
Free templates cover structure and outline, but not your numbers. By the time you reach the financial section at the latest, you are back at square one.
The bank asks for numbers you have never calculated before
Capital requirements, liquidity forecast, profitability over three years: without these three calculations, no loan application goes into review. A good idea alone is no substitute.
You have been writing for weeks and cannot finish
Writing a business plan on your own usually means several weeks of getting up to speed. That time is then missing for customers, location, and permits.
Why a Solid Business Plan Is the Key to Success
A business plan is the foundation of every successful company start-up, whether you are applying for a loan from your house bank, using funding from the Employment Agency (Agentur für Arbeit), or want to convince investors.
- The better your plan is prepared in terms of business model, revenue forecast, and financial section, the higher your chances of winning backers for your idea.
- Many founders underestimate how complex it is to write a business plan: it is not just about well-written text, but about a well-thought-out concept that coherently connects market, target group, and realistic numbers, with a clear structure.
- An experienced consultant supports you with strategy, market analysis, and financial planning and makes sure your business plan is professionally built and bankable.

Who Creates a Business Plan – and Where Can You Have One Created?
You can have a business plan created by start-up consultants, tax advisors, auditors, or ghostwriters. Chambers of Commerce and Industry (IHK), Chambers of Crafts (Handwerkskammer), and university start-up centers advise and review, but do not write. Start-up consultants work out strategy, market analysis, and the financial plan; their consulting is eligible for funding through the AVGS (AZAV-certified provider, approval in advance) and, for companies that are already established, also through other funding (notice issued after the proof of use). Tax advisors cover the numbers section, ghostwriters the text without consulting.

| Tax advisor | Numbers section, legal form and tax questions | usually €800 to €2,500 for the financial section | Funding only if the tax advisor is registered for it; AVGS no |
| Auditor | Complex projects involving equity stakes or investors | usually from €5,000 | generally no |

Unternehmenswerk belongs to the first group: a start-up consultancy based in Cologne; AVGS coaching runs through the sister company UW Unternehmensweg GmbH (AZAV provider approval Z-000392-2).
Especially the first time, writing a company concept quickly becomes a challenge: research, data gathering, strategy, and a sound financial section cost time and nerves. With funding or an AVGS voucher, you can even have your business plan created free of charge. We advise you on the options.

Why Have Your Business Plan Created for the Bank?
A good business plan decides whether your financing is approved or rejected. Banks, investors, and the Employment Agency expect a well-thought-out concept that not only describes your business idea but also contains the financial section, market analysis, and strategic considerations. An experienced consultant makes sure that all assumptions are realistic and concisely worded. This way you avoid typical mistakes that often lead to rejection.
What we take care of for you
- Developing your strategy and positioning
- Creating the financial plan and liquidity plan
- Funding advice and applying for funding
- Choosing the right legal form
- Preparation for meetings with banks and investors
Business Plan for the Start-Up Grant: What the Employment Agency Checks
For the start-up grant (§ 93 SGB III), the Employment Agency checks whether your plan is viable: capital requirements and financing, a liquidity plan for at least twelve months, a profitability forecast over three years, and an entrepreneur’s salary (Unternehmerlohn) that covers your living costs. A qualified body confirms viability in its expert opinion. The grant is a discretionary benefit (Ermessensleistung). Process and deadlines: applying for the start-up grant.
We write the business plan so that the qualified body can follow the viability: the financial plan shows the entrepreneur’s salary, start-up phase, and liquidity reserve separately, and the assumptions are backed with sources.
From Concept to Bank Meeting: From a Single Source
We develop your business plan, apply for the right funding, and accompany you through the bank meeting: from the first concept to the finished plan, from the funding application to the financing commitment.
With written, approved AVGS coaching, the consulting is completely free for you; otherwise, your consulting is eligible for funding of 50% to 80% in many cases, depending on company location.
What Does a Business Plan Cost?
A professionally prepared business plan normally costs €3,000 to €5,000 at Unternehmenswerk, on average €3,500 including the financial plan (as of September 2026). With a written, approved AVGS voucher, it is created in the start-up coaching of UW Unternehmensweg GmbH, and your personal contribution is €0. For companies that are already established, funding can cover 50% or 80% of up to €3,500 in consulting costs, depending on company location. Both forms of funding are discretionary benefits.
| Self-pay | 50% funding | 80% funding | AVGS | |
|---|---|---|---|---|
| Example price (avg.) | €3,500 | €3,500 | €3,500 | €3,500 |
| Grant | – | €1,750 (50% of a maximum of €3,500) | €2,800 (80% of a maximum of €3,500) | €3,500 (100% after written approval) |
| Personal contribution | €3,500 | €1,750 | €700 | €0 |
| Business plan creation | included | included | included | included |
| Strategy development | included | included | included | included |
| Funding advice | included | included | included | included |
| Financing support | included | included | included | included |
| Who it is for | Founders and companies without a funding route | Established companies based in the old federal states, including Berlin and the Leipzig region | Established companies based in the new federal states and in the Lüneburg and Trier regions | Job seekers receiving unemployment benefit I (ALG I) or basic income support (Grundsicherungsgeld) before founding |
| Who decides | You | Responsible body, grant notice after the proof of use | Responsible body, grant notice after the proof of use | Employment Agency or Jobcenter, case by case |
Normally €3,000 to €5,000; the example calculation uses the average price. The funding subsidizes consulting costs of up to €3,500 per consulting engagement, only for companies that are already established; before the consulting you receive only an information letter from the responsible body, and the grant notice follows after the proof of use. Funding advice is part of the overall consulting, not its main focus; consulting that is mainly about funding is not funded (funding guideline no. 2.2). The AVGS is a discretionary benefit under § 45 SGB III; the start-up coaching runs through the AZAV-certified provider UW Unternehmensweg GmbH (Z-000392-2).

Business plan cost calculator
See in seconds what your business plan really costs after funding, often €0.
Non-binding estimate. The actual costs depend on the scope. The respective body decides on the amount of funding: for the AVGS, the Employment Agency or Jobcenter under § 45 SGB III; for funded consulting, the funding program for SMEs. Does not replace advice. As of 2026.
Write It Yourself or Have It Created
In the business plan consultation, we first clarify what suits you: having the business plan created completely, having it reviewed along the way while you write it yourself, or getting targeted advice on the financial section only. The decisive factors are time, error rate, and eligibility for funding. An honest comparison:
| Preparing it yourself | With Unternehmenswerk |
|---|---|
| You should expect several weeks of getting up to speed before the first page is written. | The finished business plan is usually ready after 14 days, including a feedback round. |
| You build the outline from a template and do not know what else your bank expects. | You get a bankable structure with the chapters that lenders and funding bodies review. |
| You prepare the financial section yourself: capital requirements, liquidity, profitability over three years. | We work through the financial section with you and explain every assumption so you can defend it in the meeting. |
| You check yourself whether your plan meets the requirements of the AVGS, funding bodies, or KfW. | From the start, we write the plan so that it fits the funding route that is an option for you. |
| You go into the bank meeting without a dry run and without having practiced the follow-up questions. | We prepare you for the bank meeting and go through the critical questions with you beforehand. |
The regular cost of creating a business plan is between €3,000 and €5,000, on average €3,500. With a written, approved AVGS voucher, your personal contribution is waived. For companies that are already established, funding can cover 50% to 80% of up to €3,500 in consulting costs, depending on company location, that is, up to €1,750 or €2,800; you bear the amount above that yourself.

Frequently Asked Questions
How long does it take to create a business plan?
As a rule, we deliver the first draft within 14 days, provided you give us the necessary information in good time. The exact timeframe depends on complexity and industry. If you write the business plan yourself, it usually takes several weeks, and errors that lead to rejection often creep in.
How much does it cost to have a business plan created?
Normally €3,000 to €5,000, on average €3,500 including the financial plan, and more for very large projects. With a written, approved AVGS voucher, your personal contribution is €0; with funding it is €1,750 (funding rate 50%) or €700 (funding rate 80%), calculated on consulting costs of up to €3,500. The Employment Agency decides on the AVGS case by case.
What does a business plan cost at a tax advisor?
Costs can vary widely and follow the StBVV, the fee ordinance for tax advisors. For simple business plans they start at a few hundred euros; for more complex projects they quickly run into the thousands. The tax advisor mainly covers tax aspects. The expertise for the market and strategy sections is often lacking.
Why do you need a business plan?
A business plan is the roadmap to entrepreneurial success. It helps you define goals, strategies, and financial forecasts clearly and recognize risks early. At the same time, it is the entry ticket for outside backers: banks, the Employment Agency, and investors expect a professionally structured plan.
Who can create a business plan for me?
Start-up consultants, tax advisors, auditors, or ghostwriters, with different depth, costs, and eligibility for funding. You will find the comparison of providers in the section “Who Creates a Business Plan – and Where Can You Have One Created?” on this page.
Do I need a business plan for a bank loan or KfW loan?
Yes. Banks and development banks such as KfW decide on financing based on the business plan. What matters is a reliable financial plan and liquidity plan as well as clearly demonstrated debt service capacity. We make the plan bankable, align it with the right funding program, and prepare you for the bank meeting.
Write the business plan yourself or have it created?
Writing it yourself is possible, but it takes weeks and carries a high risk of rejection by the bank and the Employment Agency if the numbers or structure have gaps. With professional support, the plan becomes bankable and compliant with funding requirements. With a written, approved AVGS voucher, there is no personal contribution for the support. If you want to tackle it yourself, you will find the basics in our business plan knowledge area.
Do you want to write the business plan yourself?
