What Is AVGS Coaching in Duisburg?

AVGS coaching in Duisburg is start-up coaching that you use with an Activation and Placement Voucher (Aktivierungs- und Vermittlungsgutschein, AVGS, § 45 SGB III) from the Employment Agency (Agentur für Arbeit) or Jobcenter responsible for Duisburg. Once approved in writing, it comes with no personal contribution. The voucher is a discretionary benefit (Ermessensleistung). Duisburg on the Rhine has developed from a long-established location of the coal and steel industry (Montanindustrie) into a leading logistics and industrial hub. Particularly strongly represented are logistics and transport around the Duisburg port (duisport), the largest inland port in the world, as well as the steel and metal industry with thyssenkrupp Steel as one of the largest employers. There is also a growing start-up and innovation ecosystem, such as the logistics platform startport in the port and the University of Duisburg-Essen with its Center for Logistics and Transport. Pavel Deuble and his nationwide team have supported many founders from Duisburg in these industries, entirely online and regardless of location.

Steel industry

With thyssenkrupp Steel Europe and Hüttenwerke Krupp Mannesmann (HKM), Duisburg is Europe’s largest steel location and produces around 43% of Germany’s crude steel. HKM has been wholly owned by Salzgitter AG since July 2026.

Logistics & inland port

duisport (Duisburger Hafen AG) is the largest inland port in the world. Around 300 companies such as Kühne + Nagel and DHL are based there, and about 52,000 jobs in the Rhine-Ruhr region depend on it.

Hydrogen economy

Around the ZBT, the planned hydrogen innovation center TrHy in the Wedau technology quarter (Technologiequartier Wedau), and the University of Duisburg-Essen, Duisburg is developing into a center of industrial hydrogen and decarbonization technology.

Higher education & research

With around 37,000 students, the University of Duisburg-Essen is one of the largest universities in Germany and, at its Duisburg campus, closely links engineering and logistics research with local heavy industry.

Funding landscape in North Rhine-Westphalia: NRW.BANK

As the development bank of the state of NRW, NRW.BANK supports start-ups with low-interest loans, microloans, and equity investments. We know the right building blocks and prepare your application so that it is bankable.

We support founders in Duisburg and the surrounding area, including Oberhausen, Mülheim an der Ruhr, Krefeld, and Moers, entirely online and regardless of location.

Trade tax in Duisburg: municipal multiplier of 495%

The city of Duisburg levies trade tax (Gewerbesteuer) at a municipal multiplier (Hebesatz) of 495% (as of 2026, source: City of Duisburg). The multiplier determines how much trade tax is due on your profit and therefore belongs in every financial plan.

Sole proprietorships and partnerships have an allowance of €24,500 of profit per year. The tax office (Finanzamt) also credits a large part of the trade tax against income tax, up to 4.0 times the tax base amount (§ 35 EStG). Freelancers, such as physicians, architects, or journalists, do not pay trade tax.

Example calculation with €60,000 profit per year

  • Sole proprietorship: €6,150 trade tax. Up to €4,970 of this can be credited against income tax, leaving an additional burden of around €1,180.
  • GmbH (limited liability company; no allowance, no credit): €10,395 trade tax.

Simplified calculation without add-backs, solidarity surcharge, and church tax; the credit is also limited to the income tax attributable to business income. This does not replace tax advice. In your business plan we calculate with your municipality’s multiplier. Which legal form makes financial sense for you is shown by the legal form finder (Rechtsform-Finder).

Starting a business in Duisburg: facts and figures

Here you can see how many businesses are registered in Duisburg, what the labor market looks like, and what registration costs. The figures come from the state statistics office IT.NRW, the Employment Agency, and the City of Duisburg (as of October 16, 2026).

AVGS in Duisburg: Where to Submit Your Application

In Duisburg, the Employment Agency is responsible for unemployment benefit I and the Jobcenter for basic income support. The Jobcenter is a joint institution of the Employment Agency and the city. Both may issue an AVGS for “introduction to self-employment” (Heranführung an eine selbständige Tätigkeit). The legal basis is § 45 para. 1 sentence 1 no. 4 SGB III, in conjunction with § 16 SGB II for the Jobcenter. Whether you receive it is at the discretion of your specialist. Three out of four unemployed people in Duisburg are supported by the Jobcenter.

With unemployment benefit I: Employment Agency

  • The Employment Agency has one location in Duisburg: Wintgensstraße 29-33 in Duissern, in the same building as the career information center (Berufsinformationszentrum).
  • In urgent cases, you can be seen without an appointment on Mondays, Tuesdays, Thursdays, and Fridays from 7:30 a.m. to 12:30 p.m. Otherwise, you book an appointment online or via 0800 4555500.
  • You clarify questions about self-employment and the start-up grant with your placement specialist. For the grant, you need a remaining entitlement to unemployment benefit I of at least 150 days. The Employment Agency decides at its discretion; there is no legal entitlement.

With basic income support: Jobcenter

  • From the age of 25, your postal code usually determines whether you go to the Mitte branch office (Friedrich-Wilhelm-Straße 103), Nord (Walther-Rathenau-Straße 2), or West (Dr.-Alfred-Herrhausen-Allee 15-17). Which postal code belongs where is listed below in the questions.
  • If you are under 25, have a university degree, are in rehabilitation, or have a severe disability, Wintgensstraße 29-33 is the right place for you. For Romanian and Bulgarian nationals, Baumstraße 40 is responsible; for homeless people, Beekstraße 45.
  • For self-employment and the entry allowance, your integration specialist (Integrationsfachkraft) is your first point of contact.
  • Since June 10, 2026, contact is no longer by email but via jobcenter.digital, the Jobcenter app, or the service center at 0203 302 1910 (Mon–Thu 8:00 a.m.–6:00 p.m., Fri 8:00 a.m.–2:00 p.m.).

IHK, business registration, and tax office in Duisburg

  • The Niederrheinische IHK (Chamber of Commerce and Industry for the Lower Rhine) is a qualified body for the start-up grant if you start a business in its district. It requires a complete business plan with planning for three full fiscal years.
  • In person, the business registration office (Gewerbemeldestelle) only sees you by appointment, so book early. Online via the Wirtschafts-Service-Portal.NRW (the state’s online business service portal), you do not need an appointment. The city does not accept registrations by email.
  • Duisburg has three tax offices. Duisburg-Hamborn covers the city districts of Hamborn, Meiderich-Beeck, and Walsum. Duisburg-Süd is responsible for the Süd city district as well as Altstadt, Dellviertel, Duissern, and Neudorf; Duisburg-West for Homberg-Ruhrort, Rheinhausen, Hochfeld, Kaßlerfeld, Neuenkamp, and Wanheimerort.

Frequently asked questions

Frequently Asked Questions About AVGS Coaching in Duisburg

Which office in Duisburg is responsible for my AVGS?

That depends on your benefit. If you receive ALG I, the Employment Agency in Duisburg is responsible (Wintgensstraße 29-33, 47058 Duisburg; phone 0800 4555500). If you receive basic income support (ALG II), your local Jobcenter Duisburg is responsible. In both cases your caseworker decides on the AVGS. In-person visits are only possible by appointment; we prepare you flexibly online for the conversation.

Where do I find AZAV-certified providers in Duisburg?

You can find an official list of AZAV-certified providers in the KURSNET of the Federal Employment Agency (Bundesagentur für Arbeit). We, UW Unternehmensweg GmbH, are an AZAV-certified provider (provider certificate Z-000392-2, area 1) based in Leverkusen that offers AVGS programs nationwide. Our programs are delivered entirely online, flexibly and without travel. We offer two programs: “Businessweg” (Z-000482-2) for start-up coaching and “JobWeg” (Z-001366-3) for applicant & job coaching.

How long does AVGS approval take in Duisburg?

The approval time depends on your caseworker and the current workload of the Employment Agency in Duisburg. It typically takes 2–4 weeks from application to approval. For well-prepared applications with a clear rationale and a viable concept, the approval rate is considerably higher. We prepare you for the conversation with your caseworker, online and at flexible times that suit you. In Duisburg, you can reach the Employment Agency at 0800 4555500 and the Jobcenter at 0203 302 1910.

What is special about the start-up scene in Duisburg?

Duisburg’s start-up scene is strongly shaped by logistics, industry, and hydrogen. The startport platform in the Innenhafen (inner harbor) brings logistics start-ups together with companies and runs a coworking space there. The economic development agency DBI offers a founders’ consultation hour on the fourth Wednesday of every month. At the Tectrum technology center on Bismarckstraße, there are offices and workshop spaces for young technology companies. Social and ecological start-ups are supported by the Impact Factory in Ruhrort. In 2025, IT.NRW counted 4,478 business registrations in Duisburg, just over 1,000 more than in 2024; the statistics do not say where the jump comes from.

Which Jobcenter Duisburg branch office does my postal code belong to?

From the age of 25, your postal code decides. The Mitte branch office at Friedrich-Wilhelm-Straße 103 covers 47051, 47053, 47055, 47057, 47058, 47059, 47119, 47137, 47138, 47249, 47259, 47269, and 47279. The Nord branch office at Walther-Rathenau-Straße 2 is responsible for 47139, 47166, 47167, 47169, 47178, and 47179, and the West branch office at Dr.-Alfred-Herrhausen-Allee 15-17 for 47198, 47199, 47226, 47228, 47229, and 47239. If you are under 25, have a university degree, are in rehabilitation, or have a severe disability, go to Wintgensstraße 29-33. For Romanian and Bulgarian nationals, Baumstraße 40 is responsible; for homeless people, Beekstraße 45. Appointments are available via the service center at 0203 302 1910.

Which tax office in Duisburg is responsible for my start-up?

Duisburg has three tax offices; their responsibilities are set out in the NRW regulation on tax office jurisdiction (Finanzamtszuständigkeitsverordnung NRW). Duisburg-Hamborn at Hufstraße 25 covers the city districts of Hamborn, Meiderich-Beeck, and Walsum. Duisburg-Süd at Landfermannstraße 25 covers the Süd city district as well as Altstadt, Dellviertel, Duissern, and Neudorf. Duisburg-West at Friedrich-Ebert-Straße 133 covers Homberg-Ruhrort and Rheinhausen as well as Hochfeld, Kaßlerfeld, Neuenkamp, and Wanheimerort. You can reach all three at 0211 1655 1655.

Where can I get the expert opinion for the start-up grant in Duisburg?

The Niederrheinische IHK Duisburg-Wesel-Kleve issues the expert opinion as a qualified body if you start a business in its district. For this, you need a complete business plan for three full fiscal years. It includes capital requirements, personal withdrawals, revenue planning, profitability planning, and a liquidity plan. In addition, you need your CV, supporting documents, and the Employment Agency’s form. You choose the qualified body yourself; the law names chambers, professional associations, and credit institutions only as examples. In AVGS coaching, we prepare these documents together with you.

How do I register a business in Duisburg?

The quickest way is online via the Wirtschafts-Service-Portal.NRW. In person, you need an appointment at the city’s business registration office, which you can book up to six weeks in advance. The city does not accept registrations by email; registration by post is possible. Registration costs €26 for sole proprietorships and per partner of a GbR, €33 for GmbH and UG. Since April 1, 2026, you can only pay administrative fees at the city by card.

Who gets an AVGS voucher?

Primarily ALG I recipients whose caseworker sees a need for counseling get an AVGS. People receiving basic income support (ALG II) can also receive an AVGS in certain cases. Issuing the AVGS is at the caseworker’s discretion; there is no legal entitlement to start-up coaching. Important: you must apply for the AVGS BEFORE the counseling begins, otherwise later funding is not possible.

How much does AVGS coaching cost?

With an AVGS voucher: 100% funded after written approval, so you pay nothing at all. The costs are billed entirely through your activation voucher. If you do not receive an AVGS, there are alternative routes: BAFA-funded consulting with a reduced personal contribution, or self-pay consulting. In the free initial consultation we clarify which route fits your situation.

How long does AVGS coaching take?

AVGS coaching comprises up to 120 teaching units (UE), spread over 2–6 months. The exact number is stated in your AVGS voucher. We align the schedule flexibly with your availability, for example 2–3 sessions per week of 90 minutes, online via Zoom or Teams. Content: business plan, financial plan, marketing, and preparing the start-up grant application.

What is the difference between the AVGS and the start-up grant?

The AVGS is a COUNSELING voucher for coaching (for example start-up coaching). The start-up grant is direct FINANCIAL support for your living costs during the start-up phase (6 months of ALG I plus €300 per month). The two can be combined: AVGS coaching can be exactly the way to prepare your start-up grant application professionally. After that, the Employment Agency can extend the grant by nine months at €300 each if you prove your business activity. If you only receive basic income support, you will not get a start-up grant. In that case, the entry allowance may be an option at the Jobcenter, also without a legal entitlement.

Start-up grant approved. Saskia developed a solid business concept and feels considerably more confident today.

Marcel Zöller

  • Genusswerte
  • Köln-Nippes
AVGS coaching + bank financing

Starting point

Marcel had a viable concept: delicatessen as an experience, with tastings and a gift service. His bottleneck was financing: without a bankable business plan there was no capital and no store. Through an AVGS he used the coaching to put exactly this document together professionally.

What we did

We developed a business plan that stands up to a bank review, with comprehensible revenue assumptions and a clean cost structure. Crucially, we worked through the numbers so thoroughly that Marcel could explain and defend every assumption himself in the bank meeting.

Result

The business plan secured the financing. Having started in Köln-Nippes, Genusswerte is now present at several locations and continues to grow through a franchise model. An idea became a brand.

“With the business plan in hand, the bank meeting was no longer about begging, but a conversation among equals.”
Sebastian Brück, own water

Sebastian Brück

  • own water
  • Cologne
KfW start-up loan + business plan

Starting point

Sebastian wanted to sell water hygiene filters and treatment systems with real service quality. For that he needed financing for tools, equipment, vehicles, and licenses, and above all had to convince the bank.

What we did

We created a professional business plan, provided business management training, and developed a B2B marketing and competitive strategy, including a market analysis and a transparent financial plan for the bank.

Result

KfW start-up loan approved quickly. Today own water is a business partner of well-known Cologne-based brands, including FC Viktoria Köln and Kölner Haie, with its own online shop and its own flavor line.

“The biggest hurdle was convincing the bank of my concept. Pavel and his team brought my business plan and financial plan up to the required level and were always available. I recommend Unternehmenswerk without reservation.”

What these start-ups have in common:

  • Early planning: at least 6–8 weeks lead time
  • Systematic preparation of business plan + financial plan
  • Active support until approval through the right funding route
  • A one-person start-up becomes a scalable brand
