What Is AVGS Coaching in Dortmund?

AVGS coaching in Dortmund is start-up coaching that you use with an Activation and Placement Voucher (Aktivierungs- und Vermittlungsgutschein, AVGS, § 45 SGB III) from the Employment Agency (Agentur für Arbeit) or Jobcenter responsible for Dortmund. Once approved in writing, it comes with no personal contribution. The voucher is a discretionary benefit (Ermessensleistung). The program is delivered online by the AZAV-certified UW Unternehmensweg GmbH (Z-000392-2); the initial consultation (30 minutes) is free of charge.

In Dortmund, you apply for the AVGS at the Employment Agency if you receive unemployment benefit I, or at the Jobcenter if you receive basic income support. For Lünen, however, the Employment Agency Hamm is responsible. You will find addresses, phone numbers, and locations in the section Applying for the AVGS in Dortmund.

Dortmund is the largest city in the Ruhr region (Ruhrgebiet) and has developed from a coal and steel location into a modern tech and services city. Particularly well represented are logistics (a central location in the Ruhr region, large logistics clusters), IT and software (TU Dortmund, Technologiezentrum Dortmund), insurance (the Continentale group), the energy transition, trade and e-commerce, and the sports industry around the BVB cluster. Dortmund benefits from an active start-up scene at the TZDO and its central location in the Ruhr region. Pavel Deuble and his nationwide team have supported many founders from Dortmund in these industries, entirely online and regardless of location.

Logistics

Thanks to its central location in the Ruhr region, a logistics cluster has formed, and many start-ups emerge around warehousing, last-mile delivery, and supply chain services.

IT & software

TU Dortmund and the technology center (TZDO) continuously produce software, AI, and B2B tech start-ups.

Insurance & finance

With the Continentale group, Dortmund is an insurance location, with room for InsurTech and financial service providers.

Trade & sports

From e-commerce to the sports and event business shaped by BVB, consumer-oriented start-ups have a strong environment.

Funding landscape in North Rhine-Westphalia: NRW.BANK

We support founders in Dortmund and the surrounding area, including Bochum, Lünen, and Castrop-Rauxel, entirely online and regardless of location.

Trade tax in Dortmund: municipal multiplier of 485%

The city of Dortmund levies trade tax (Gewerbesteuer) at a municipal multiplier (Hebesatz) of 485% (as of 2026, source: City of Dortmund). The multiplier determines how much trade tax is due on your profit and therefore belongs in every financial plan.

Sole proprietorships and partnerships have an allowance of €24,500 of profit per year. The tax office (Finanzamt) also credits a large part of the trade tax against income tax, up to 4.0 times the tax base amount (§ 35 EStG). Freelancers, such as physicians, architects, or journalists, do not pay trade tax.

Example calculation with €60,000 profit per year

  • Sole proprietorship: €6,026 trade tax. Up to €4,970 of this can be credited against income tax, leaving an additional burden of around €1,056.
  • GmbH (limited liability company; no allowance, no credit): €10,185 trade tax.

Simplified calculation without add-backs, solidarity surcharge, and church tax; the credit is also limited to the income tax attributable to business income. This does not replace tax advice. In your business plan we calculate with your municipality’s multiplier. Which legal form makes financial sense for you is shown by the legal form finder (Rechtsform-Finder).

Applying for the AVGS in Dortmund: Employment Agency or Jobcenter

In Dortmund, the Employment Agency (Steinstraße 39, opposite the north exit of the main station) and the Jobcenter at Königshof (entrance Steinstraße 42) are on the same street. The Employment Agency is responsible for unemployment benefit I. The Jobcenter, a joint institution of the Employment Agency and the city, is responsible for basic income support. Both offices can issue the AVGS for “introduction to self-employment” (Heranführung an eine selbständige Tätigkeit), each at their discretion. The legal basis is § 45 para. 1 sentence 1 no. 4 SGB III, in conjunction with § 16 SGB II for the Jobcenter.

With unemployment benefit I: Employment Agency

  • You can reach the Employment Agency at 0800 4555500 or 0231 842-0 (Mon–Thu 8:00 a.m.–6:00 p.m., Fri 8:00 a.m.–2:00 p.m.). You can book appointments online or by phone.
  • In urgent cases, you can also be seen without an appointment Monday to Friday from 8:00 a.m. to noon.
  • You clarify questions about the start-up grant at your appointment with your placement specialist. It requires a remaining entitlement to unemployment benefit I of at least 150 days. The Employment Agency decides at its discretion; there is no legal entitlement.
  • Lünen does not belong to the Employment Agency Dortmund but to the Employment Agency Hamm (Lünen branch office, Münsterstraße 45).

With basic income support: Jobcenter

  • Cash benefits and job placement are handled at two locations: at Königshof (Königshof 1, entrance Steinstraße 42) and at Kaiserhain (Am Kaiserhain 1). Customer service will tell you which one is responsible for you.
  • If you are under 25, the Jugendberufshaus (youth employment center) at Steinstraße 39 is the right place for you.
  • Customer service: 0231 842-1110 (Mon–Thu 8:00 a.m.–6:00 p.m., Fri 8:00 a.m.–2:00 p.m.). You send messages and documents via jobcenter.digital.
  • For short matters without an appointment, there are Aktionsbüros (walk-in offices) at Borsigplatz and in Hörde, Scharnhorst, and Westerfilde.

Viability and tax office in Dortmund

  • The STARTERCENTER NRW of the Economic Development Agency (Wirtschaftsförderung) Dortmund issues viability certificates (Tragfähigkeitsbescheinigungen), for example for the Employment Agency’s start-up grant and the Jobcenter’s entry allowance.
  • The IHK zu Dortmund (Chamber of Commerce and Industry) prepares the expert opinion for prospective trade business owners. If you are starting a business as a freelancer or in the skilled crafts, contact your own chamber or the Economic Development Agency.
  • Dortmund has four tax offices: Dortmund-Hörde, Dortmund-Ost, Dortmund-Unna (located in Dortmund despite its name), and Dortmund-West. The tax office finder (Finanzamtsfinder) of the NRW tax administration shows which one is responsible for you.

Frequently asked questions

Frequently Asked Questions About AVGS Coaching in Dortmund

Which office in Dortmund is responsible for my AVGS?

That depends on your benefit. If you receive ALG I, the Employment Agency in Dortmund is responsible (Steinstr. 39, 44147 Dortmund (opposite the main station, north exit); phone 0800 4555500 (toll-free) / 0231 842-0). If you receive basic income support (ALG II), the Jobcenter Dortmund is your point of contact (Königshof 1 (entrance Steinstraße 42), 44147 Dortmund). In both cases your caseworker decides on the AVGS. In-person visits are only possible by appointment; we prepare you flexibly online for the conversation.

Where do I find AZAV-certified providers in Dortmund?

You can find an official list of AZAV-certified providers in the KURSNET of the Federal Employment Agency (Bundesagentur für Arbeit). We, UW Unternehmensweg GmbH, are an AZAV-certified provider (provider certificate Z-000392-2, area 1) based in Leverkusen that offers AVGS programs nationwide. Our programs are delivered entirely online; on request, an in-person meeting at our office in Dortmund is possible. We offer two programs: “Businessweg” (Z-000482-2) for start-up coaching and “JobWeg” (Z-001366-3) for applicant & job coaching.

How long does AVGS approval take in Dortmund?

The approval time depends on your caseworker and the current workload of the Employment Agency in Dortmund. It typically takes 2–4 weeks from application to approval. For well-prepared applications with a clear rationale and a viable concept, the approval rate is considerably higher. We prepare you for the conversation with your caseworker, online and at flexible times that suit you. In Dortmund, you can reach the Employment Agency at 0800 4555500 and the Jobcenter’s customer service at 0231 842-1110.

What is special about the start-up scene in Dortmund?

Dortmund’s start-up scene has a strong technology focus. At the TechnologieZentrumDortmund (TZDO), founders and companies meet regularly at the “3rd Wednesday” networking evening. Since 2001, the Economic Development Agency has run the start2grow competition, and it operates a STARTERCENTER NRW and a center for women founders (Gründerinnenzentrum). The largest share of business registrations is in trade: in 2025, this accounted for just over a quarter of the 5,069 registrations (IT.NRW).

Königshof or Kaiserhain: which Jobcenter Dortmund location is responsible for me?

For cash benefits and job placement, there are two locations in Dortmund: the Jobcenter at Königshof (Königshof 1, entrance Steinstraße 42) and the Jobcenter at Kaiserhain (Am Kaiserhain 1). Customer service at 0231 842-1110 will tell you which one is responsible for you. If you are under 25, the Jugendberufshaus at Steinstraße 39 supports you. You can handle short matters without an appointment at the Aktionsbüros at Borsigplatz and in Hörde, Scharnhorst, and Westerfilde. You send messages and documents via jobcenter.digital.

Where can I get a viability certificate in Dortmund?

The STARTERCENTER NRW of the Economic Development Agency Dortmund at Grüne Straße 2-8 issues viability certificates, for example for the start-up grant or the entry allowance (phone 0231 50 29 244). The IHK zu Dortmund prepares the expert opinion for prospective trade business owners and requires an individual business plan with planning over 24 months. For the start-up grant, you choose the qualified body yourself; the law names chambers, professional associations, and credit institutions only as examples. For the entry allowance, the Jobcenter assesses viability itself or commissions a qualified body, free of charge for you. In AVGS coaching, we prepare the documents so that the body can review them.

Which tax office in Dortmund is responsible for me?

Dortmund has four tax offices: Dortmund-Hörde (Niederhofener Straße 3), Dortmund-Ost (Auf dem Hohwart 2), Dortmund-Unna (Trakehnerweg 4, located in Dortmund despite its name), and Dortmund-West (Märkische Straße 249). Which one is responsible for you depends on your address. The tax office finder of the NRW tax administration shows you. You can reach all four at 0211 1655 1655.

Is the Employment Agency Dortmund also responsible for Lünen?

No. Lünen belongs to the Employment Agency Hamm, which has a branch office there at Münsterstraße 45, and, for basic income support, to the Jobcenter Kreis Unna. The Employment Agency Dortmund serves the city of Dortmund. Bochum and Castrop-Rauxel do not belong to the Employment Agency Dortmund either. So your place of residence determines where you apply for the AVGS.

Who gets an AVGS voucher?

Primarily ALG I recipients whose caseworker sees a need for counseling get an AVGS. People receiving basic income support (ALG II) can also receive an AVGS in certain cases. Issuing the AVGS is at the caseworker’s discretion; there is no legal entitlement to start-up coaching. Important: you must apply for the AVGS BEFORE the counseling begins, otherwise later funding is not possible.

How much does AVGS coaching cost?

With an AVGS voucher: 100% funded after written approval, so you pay nothing at all. The costs are billed entirely through your activation voucher. If you do not receive an AVGS, there are alternative routes: BAFA-funded consulting with a reduced personal contribution, or self-pay consulting. In the free initial consultation we clarify which route fits your situation.

How long does AVGS coaching take?

AVGS coaching comprises up to 120 teaching units (UE), spread over 2–6 months. The exact number is stated in your AVGS voucher. We align the schedule flexibly with your availability, for example 2–3 sessions per week of 90 minutes, online via Zoom or Teams. Content: business plan, financial plan, marketing, and preparing the start-up grant application.

What is the difference between the AVGS and the start-up grant?

The AVGS is a COUNSELING voucher for coaching (for example start-up coaching). The start-up grant is direct FINANCIAL support for your living costs during the start-up phase (6 months of ALG I plus €300 per month). The two can be combined: AVGS coaching can be exactly the way to prepare your start-up grant application professionally. After the first six months, the Employment Agency can pay a further nine months of €300 each if you prove your business activity. In Dortmund, three out of four unemployed people are supported by the Jobcenter. If you do not receive unemployment benefit I, you will not get a start-up grant; at the Jobcenter, the entry allowance may then be an option, a discretionary benefit under § 16b SGB II.

Marcel Zöller

  • Genusswerte
  • Köln-Nippes
AVGS coaching + bank financing

Starting point

Marcel had a viable concept: delicatessen as an experience, with tastings and a gift service. His bottleneck was financing: without a bankable business plan there was no capital and no store. Through an AVGS he used the coaching to put exactly this document together professionally.

What we did

We developed a business plan that stands up to a bank review, with comprehensible revenue assumptions and a clean cost structure. Crucially, we worked through the numbers so thoroughly that Marcel could explain and defend every assumption himself in the bank meeting.

Result

The business plan secured the financing. Having started in Köln-Nippes, Genusswerte is now present at several locations and continues to grow through a franchise model. An idea became a brand.

“With the business plan in hand, the bank meeting was no longer about begging, but a conversation among equals.”

  • Cologne
KfW start-up loan + business plan

Starting point

Sebastian wanted to sell water hygiene filters and treatment systems with real service quality. For that he needed financing for tools, equipment, vehicles, and licenses, and above all had to convince the bank.

What we did

We created a professional business plan, provided business management training, and developed a B2B marketing and competitive strategy, including a market analysis and a transparent financial plan for the bank.

Result

KfW start-up loan approved quickly. Today own water is a business partner of well-known Cologne-based brands, including FC Viktoria Köln and Kölner Haie, with its own online shop and its own flavor line.

“The biggest hurdle was convincing the bank of my concept. Pavel and his team brought my business plan and financial plan up to the required level and were always available. I recommend Unternehmenswerk without reservation.”

  • Cologne
AVGS coaching + BAFA follow-up

Starting point

Giovanni wanted to build an everyday assistance service for seniors in Cologne, but had hardly any business management knowledge. He needed support with the business plan, financial administration, and the upcoming official steps.

What we did

Together we created the business plan and trained him in financial planning with a genuine course-like approach, with practical tools he still uses every day. We also supported him through the licensing procedure under North Rhine-Westphalia state law.
