What Is AVGS Coaching in Munich?

AVGS coaching in Munich is start-up coaching that you use with an Activation and Placement Voucher (Aktivierungs- und Vermittlungsgutschein, AVGS, § 45 SGB III) from the Employment Agency (Agentur für Arbeit) or Jobcenter responsible for Munich. Once approved in writing, it comes with no personal contribution. The voucher is a discretionary benefit (Ermessensleistung). The program is delivered online by the AZAV-certified UW Unternehmensweg GmbH (Z-000392-2); the initial consultation (30 minutes) is free of charge.

In Munich, the Employment Agency at Kapuzinerstraße 26 is responsible for both the city and the district of Munich (Landkreis München). The Jobcenter Munich works in twelve Sozialbürgerhäuser (municipal social service centers); which one applies to you depends on your home address. According to the city’s guide, the Jobcenter can also fund start-up coaching with an AVGS. How this works is described in the section AVGS in Munich.

Munich is, after Berlin, the second-largest start-up location in the German-speaking region and is considered home to global corporations such as BMW, Siemens, and Allianz. The founder scene is particularly strong in deep tech and B2B, with a focus on biotech, fintech, space tech, cybersecurity, and energy. Renowned universities such as the Technical University of Munich (TUM) and LMU, as well as the innovation center UnternehmerTUM, the largest of its kind in Europe, drive the start-up ecosystem. Centers such as WERK 1 additionally support the digital media and creative industries. Pavel Deuble and his nationwide team have supported many Munich-based founders from these industries, entirely online and regardless of location.

Automotive & mobility

With the BMW Group headquarters including its Research and Innovation Center (FIZ) as well as numerous suppliers, Munich is one of Germany’s most important automotive and mobility centers.

Insurance & finance

As the home of Allianz and Munich Re, the city is one of Europe’s leading insurance and financial centers.

IT, tech & semiconductors

Around Siemens, Infineon, Apple’s chip development, and Google, as well as TUM, Munich is a dense cluster for software, microelectronics, and AI.

Aerospace & high tech

A strong aerospace industry has developed around Airbus Defence and Space, MTU Aero Engines, and the DLR site Oberpfaffenhofen.

Funding landscape in Bavaria: LfA Förderbank Bayern

As the development bank of the Free State, LfA supports Bavarian start-ups with its Gründungs- und Wachstumskredit and Gründungskredit Smart. We align your business plan and financial plan accordingly.

We support founders in Munich and the surrounding area, including Garching near Munich, Unterföhring, Ottobrunn, and Germering, entirely online and regardless of location.

Trade tax in Munich: municipal multiplier of 490%

The city of Munich levies trade tax (Gewerbesteuer) at a municipal multiplier (Hebesatz) of 490% (as of 2026, source: State Capital Munich). The multiplier determines how much trade tax is due on your profit and therefore belongs in every financial plan.

Sole proprietorships and partnerships have an allowance of €24,500 of profit per year. The tax office (Finanzamt) also credits a large part of the trade tax against income tax, up to 4.0 times the tax base amount (§ 35 EStG). Freelancers, such as physicians, architects, or journalists, do not pay trade tax.

Example calculation with €60,000 profit per year

  • Sole proprietorship: €6,088 trade tax. Up to €4,970 of this can be credited against income tax, leaving an additional burden of around €1,118.
  • GmbH (limited liability company; no allowance, no credit): €10,290 trade tax.

Simplified calculation without add-backs, solidarity surcharge, and church tax; the credit is also limited to the income tax attributable to business income. This does not replace tax advice. In your business plan we calculate with your municipality’s multiplier. Which legal form makes financial sense for you is shown by the legal form finder (Rechtsform-Finder).

Starting a business in Munich: facts and figures

AVGS in Munich: Employment Agency, Jobcenter, and Sozialbürgerhaus

In Munich, your benefit determines who is responsible: with unemployment benefit I, the Employment Agency; with basic income support, the Jobcenter Munich, a joint institution of the Federal Employment Agency and the state capital. Both can issue an AVGS for “introduction to self-employment” (Heranführung an eine selbständige Tätigkeit); for the Jobcenter, the city’s guide to starting a business from basic income support describes this explicitly. The legal basis is § 45 para. 1 sentence 1 no. 4 SGB III, in conjunction with § 16 para. 1 SGB II for the Jobcenter. There is no legal entitlement; your specialist decides at their discretion.

With unemployment benefit I: Employment Agency Munich

  • One location for the state capital and the district of Munich: Kapuzinerstraße 26. Letters go to Agentur für Arbeit München, 80304 München.
  • You book appointments online or via 0800 4555500, locally at 089 5154-0 (Mon–Thu 8:00 a.m.–6:00 p.m., Fri 8:00 a.m.–2:00 p.m.). In urgent cases, you can come without an appointment Monday to Friday from 8:00 a.m. to noon.
  • The Goetheplatz and Poccistraße subway stations are being renovated, and the U3 and U6 lines will run only on a limited basis there from October 5, 2026, until early August 2027. Plan for the replacement service.
  • In September 2026, 866 people in the city of Munich were receiving the start-up grant and 42 the entry allowance for self-employment.

With basic income support: Jobcenter Munich

  • The Sozialbürgerhaus for your home address is responsible; the city’s responsibility finder (Zuständigkeitsfinder) shows you which one. The Jobcenter and the municipal social services are under one roof there, for example in Mitte (Schwanthalerstraße 62), Nord (Knorrstraße 101-103), or Süd (Schertlinstraße 2).
  • Before applying for the entry allowance, you have a detailed conversation with your integration specialist. Only a full-time start-up is funded, which, according to the city’s guide, should make you independent of basic income support within twelve months. The entry allowance is also a discretionary benefit; you have no legal entitlement to it.
  • For the entry allowance, you need a business plan with planning over three years and a positive viability certificate (Tragfähigkeitsbescheinigung). The Jobcenter decides which qualified body you go to for this.
  • At 089 45355-0, the service center answers for all twelve Sozialbürgerhäuser, Monday to Thursday from 8:00 a.m. to 6:00 p.m. and Friday until 2:00 p.m. You arrange appointments online, or by phone or video on request; applications and documents go via jobcenter.digital.

Expert opinion, trade office, and tax office in Munich

  • The IHK for Munich and Upper Bavaria writes the expert opinion for the start-up grant for €250 including VAT, only for commercial start-ups and only via the IHK’s Unternehmenswerkstatt Deutschland (an online business plan tool) with planning over 36 months. Expect four to six weeks from the invoice.
  • The city’s start-up portal names other qualified bodies, for example the AktivSenioren Bayern (an association of retired experts, €130) and, for freelance professions, the Institut für Freie Berufe (Institute for the Liberal Professions, €149). The city, the start-up office (Gründungsbüro), and the Employment Agency do not issue expert opinions themselves.
  • You register your business at the trade office at Implerstraße 11 with an appointment or online with BayernID (Bavaria’s digital user account). There is one tax office, the Finanzamt München, for the whole city; its service center at Deroystraße 12 receives visitors without an appointment on Thursdays from 9:00 a.m. to 5:00 p.m.

Start-up advice in Munich: start-up office, chambers, and other contact points

In Munich, the city, the chambers, and associations advise on ideas, formalities, and funding, by their own account mostly free of charge. During Start-up Week Germany (Gründungswoche Deutschland), the Münchner Gründungsbüro is offering the webinar “Erfolgreich gründen, was kommt auf mich zu?” (starting a business successfully: what lies ahead?) on November 17, 2026, from 9:00 a.m. to 11:00 a.m., and the same topic in English on November 18, 2026.

The city’s Münchner Gründungsbüro

Herzog-Wilhelm-Straße 15, phone 089 233-721759 (Mon–Thu 2:00 p.m.–5:00 p.m.) or start@muenchen.de. First the webinar, then a one-hour individual consultation by phone or video for start-ups based in Munich, in German, English, Spanish, or French.

IHK for Munich and Upper Bavaria

Max-Joseph-Straße 2, phone 089 5116-0: initial advice by phone or online with a booking system, and dedicated advice for start-ups. On November 13, 2026, the IHK and the advice center “guide” invite women founders to the SheStartup networking meeting.

Gründeragentur of the Chamber of Crafts

Max-Joseph-Straße 4: by its own account, free start-up advice on the master craftsman requirement, exceptional approval (Ausnahmebewilligung), and entry in the register of craftsmen (Handwerksrolle), also for non-members. Introductory seminars on starting a craft business are offered free of charge online on October 23, November 12, and December 16, 2026.

For women founders and freelance professions

The advice center “guide” advises women and offers the online seminar “Gründen aus der Arbeitslosigkeit” (starting a business from unemployment) on the start-up grant and the expert opinion on November 11, 2026 (€20). The start-up hotline of the Institut für Freie Berufe (0911 23565-28) clarifies free of charge whether your activity counts as a freelance profession.

There is no Bavarian start-up scholarship so far. In June 2026, the state parliament’s economic affairs committee unanimously recommended having the state government examine whether one can be introduced. The Free State’s Start?Zuschuss! funding program is aimed at technology-oriented digital start-ups that are selected in a competition. Once your AVGS is approved, we work with you in start-up coaching on the business plan with figures over 36 months, as the IHK requires for its expert opinion, or over three years for the entry allowance.

We take care of navigating these offices for you.

Frequently asked questions

Frequently Asked Questions About AVGS Coaching in Munich

Which office in Munich is responsible for my AVGS?

That depends on your benefit. If you receive ALG I, the Employment Agency in Munich is responsible (Kapuzinerstraße 26, 80337 München; phone 0800 4555500). If you receive basic income support (ALG II), your local Jobcenter Munich is responsible. In both cases your caseworker decides on the AVGS. In-person visits are only possible by appointment; we prepare you flexibly online for the conversation.

Where do I find AZAV-certified providers in Munich?

You can find an official list of AZAV-certified providers in the KURSNET of the Federal Employment Agency (Bundesagentur für Arbeit). We, UW Unternehmensweg GmbH, are an AZAV-certified provider (provider certificate Z-000392-2, area 1) based in Leverkusen that offers AVGS programs nationwide. Our programs are delivered entirely online, flexibly and without travel. We offer two programs: “Businessweg” (Z-000482-2) for start-up coaching and “JobWeg” (Z-001366-3) for applicant & job coaching.

How long does AVGS approval take in Munich?

The approval time depends on your caseworker and the current workload of the Employment Agency in Munich. It typically takes 2–4 weeks from application to approval. For well-prepared applications with a clear rationale and a viable concept, the approval rate is considerably higher. We prepare you for the conversation with your caseworker, online and at flexible times that suit you. To get an appointment, you can reach the Employment Agency at 0800 4555500 and the Jobcenter Munich at 089 45355-0.

What is special about the start-up scene in Munich?

According to the added-up monthly reports of the Bayerisches Landesamt für Statistik, there were 15,350 business registrations in Munich in 2025, just over a fifth more than the year before. In its 2026 annual economic report, the city describes Munich as the “start-up capital of Germany,” measured by new businesses per inhabitant; according to figures from the Startup-Verband (German Startups Association), which are not official statistics, Munich was ahead per inhabitant in the first half of 2026 and behind Berlin and Hamburg in absolute terms. In addition to UnternehmerTUM in the TUM environment, there are the Strascheg Center for Entrepreneurship of Hochschule München (Munich University of Applied Sciences), the digital start-up center WERK1, and BayStartUP with the Münchener Businessplan Wettbewerb (Munich business plan competition). On November 25, 2026, BayStartUP invites you to the Startup Demo Night at the Tonhalle München.

Which Sozialbürgerhaus in Munich is responsible for me?

That depends on your home address, not just on your postal code; the city’s responsibility finder shows you the right center. The twelve Sozialbürgerhäuser are: the center for Berg am Laim, Trudering, and Riem (Streitfeldstraße 23), Nord (Knorrstraße 101-103), Giesing-Harlaching (Werner-Schlierf-Straße 9), Laim-Schwanthalerhöhe (Ridlerstraße 75), Mitte (Schwanthalerstraße 62), Neuhausen-Moosach (Ehrenbreitsteiner Straße 24), Orleansplatz (Orleansplatz 11), West (Landsberger Straße 474), Süd (Schertlinstraße 2), Ramersdorf-Perlach (Thomas-Dehler-Straße 16), Schwabing-Freimann (Heidemannstraße 170), and Sendling-Westpark (Meindlstraße 20). For young people under 25, there is the JiBB service at Kapuzinerstraße 30. You can reach all of them via the service center at 089 45355-0.

Does the Jobcenter Munich fund start-up coaching with an AVGS?

That is possible. The city’s guide to starting a business from basic income support (as of September 18, 2026) explicitly names start-up coaching with an AVGS alongside the entry allowance and assistance under § 16c SGB II, which is usually paid as a loan. Whether you receive the voucher is decided by your integration specialist at their discretion; there is no legal entitlement. The prerequisite for the entry allowance and § 16c is a full-time start-up; if you only start a business on the side, usually up to 15 hours per week, you receive neither. Bring your idea, initial figures, and quotes for planned purchases to the meeting.

How much does the expert opinion for the start-up grant cost in Munich?

At the IHK for Munich and Upper Bavaria, €250 including VAT. The IHK only writes the expert opinion for commercial start-ups, not for the skilled crafts or freelance professions, and only via the Unternehmenswerkstatt Deutschland. Among other things, it requires the agency’s form, your CV and certificates, and a business plan with a revenue plan or profitability forecast and a liquidity plan, each over 36 months; processing currently takes four to six weeks from the invoice. The city’s start-up portal names other bodies: the AktivSenioren Bayern for €130, GründerRegio M for €199, and, for freelance professions, the Institut für Freie Berufe for €149. In the skilled crafts, the business consultants of the Chamber of Crafts issue the expert opinion; the chamber does not publish its fees. In principle, you may choose the qualified body yourself; ask your agency beforehand whether it recognizes the body. How the expert opinion fits into your application is explained on our page Start-up grant in Munich.

How much does it cost to register a business in Munich, and can I do it online?

Online with the BayernID, which you can create directly in the application, or with an appointment at the trade office at Implerstraße 11 (phone 089 233-96030). Depending on the legal form, registration costs €50 to €60, and you can also pay online; the city sends you the trade license by post. Enclose a register extract, permits, or your craft card (Handwerkskarte) if you need them. You then register with the Finanzamt München via ELSTER using the questionnaire for tax registration; freelancers register only there.

District of Munich or Fürstenfeldbruck: Who is responsible for Garching, Unterföhring, Ottobrunn, and Germering?

Garching, Unterföhring, and Ottobrunn are in the district of Munich. The Employment Agency Munich on Kapuzinerstraße is also responsible for the district, but the Jobcenter is not: the district runs its own Jobcenter, with its contact point in the district office (Landratsamt) at Mariahilfplatz 17 (phone 089 6221-0). Germering belongs to the district of Fürstenfeldbruck and therefore to the Employment Agency Weilheim, with its office in Fürstenfeldbruck. Trade tax is lower in the surrounding area: in 2025, the multiplier was 330% in Garching and Unterföhring, 340% in Ottobrunn, and 380% in Germering.

Who gets an AVGS voucher?

Primarily ALG I recipients whose caseworker sees a need for counseling get an AVGS. People receiving basic income support (ALG II) can also receive an AVGS in certain cases. Issuing the AVGS is at the caseworker’s discretion; there is no legal entitlement to start-up coaching. Important: you must apply for the AVGS BEFORE the counseling begins, otherwise later funding is not possible.

How much does AVGS coaching cost?

With an AVGS voucher: 100% funded after written approval, so you pay nothing at all. The costs are billed entirely through your activation voucher. If you do not receive an AVGS, there are alternative routes: BAFA-funded consulting with a reduced personal contribution, or self-pay consulting. In the free initial consultation we clarify which route fits your situation.

How long does AVGS coaching take?

AVGS coaching comprises up to 120 teaching units (UE), spread over 2–6 months. The exact number is stated in your AVGS voucher. We align the schedule flexibly with your availability, for example 2–3 sessions per week of 90 minutes, online via Zoom or Teams. Content: business plan, financial plan, marketing, and preparing the start-up grant application.

What is the difference between the AVGS and the start-up grant?

The AVGS is a COUNSELING voucher for coaching (for example start-up coaching). The start-up grant is direct FINANCIAL support for your living costs during the start-up phase (6 months of ALG I plus €300 per month). The two can be combined: AVGS coaching can be exactly the way to prepare your start-up grant application professionally. Qualified bodies, costs, and the process in Munich are described on our page Start-up grant in Munich.
